Brownsville Housing Development Fund Corporation (BHDFC) is a New York State Domestic Not-For-Profit Corporation created by Article XI of the New York Private Housing Finance Law on November 20, 1968 and is exempt from Federal income tax under section 501 (c) (4) of the Internal Revenue Code.

The Article XI Tax Incentive encourages new construction or rehabilitation of affordable housing to be carried out by a Housing Development Fund Corporation (HDFC).
